Speaking at the hearing
- Arrive 15 minutes early. Sign in if there's a sheet. The Legislative Chamber is on the second floor of 1819 Farnam.
- State your name and address first. It's the record that you're a constituent.
- One point, ninety seconds. "I've lived at X for Y years. My value rose Z%. I'm asking you to vote no on exceeding the allowable growth." Done.
- Ask a question they must answer on the record: "Which exception under the growth cap covers this increase?"
- Be direct, not angry. Members remember the calm person longer.
- Can't attend? Your email goes into the same record if you ask them to include it.
Questions worth asking
- What is the total property tax request for 2027 versus 2026, in dollars and percent?
- How much of the increase comes from higher valuations versus a higher levy?
- Which specific line items exceed the allowable growth percentage, and which exception in the growth cap justifies them?
- What's the levy rate that would raise the same dollars as last year, and why not adopt it?
- How much unused request authority is being carried forward from prior years?
- When is the vote, and will each member's vote be recorded?
Then follow up
Votes usually land in late September. After the vote, look up the record vote in the resolution and thank or question your member by name. That is how they learn people are watching.
